Problem with locale on Win32

Hi,

The problem is when you call standart popup menu on GtkEntry, 
GtkTextView for example, it is appearing in user locale only once, next 
time you see all menuitems in English.
Test case:

platform Win32 (Windows XP), mingw
Gtk-2.4.13
set regional settings to some language (Russian in my case)
open standart popup menu on the entry widget 1st time (see its captions 
in russian), close and open again - it apperas in english.
