configure error :glib2.4.0 or better is required

Hello,

I am having problem while ./configure of pango

for glib i did
/configure --prefix=/opt/gtk
make
make install

all this proceded fine 

now pkg-config --modversion glib-2.0 shows
2.6.0

then for pango
/configure --prefix=/opt/gtk  results in "glib test program cound not be
found"


configure log says 

confest.c :27:18: glib.h :no such file or dir
