Official gtk-win32 distribution

Hi,

I wonder if it is not time to have an *official* gtk-win32 run-time 
distribution on the gtk
website (with documented dependencies on environment variables and 
registry settings).
The current situation is rather off putting for people wanting to use 
gtk on windows.
