setting up gtk+2.4.9

everytime i run the ./configure for gtk+2.4.9 I always get this message

cannot link pango.
I have pango 1.4.1 and gtk+2.4.9.

I did: export PKG_CONFIG_PATH=/usr/lib/pkgconfig:/usr/local/lilb/pkgconfig

And then did ./configure again but still same error.
Need help. Where do I go from here. Do I have the correct libraries?
