Unable to compile GHex 2.5.1 on GTK+ 2.2.4

I am unable to compile the latest version of GHex (2.5.1). The
configure script says:
checking for gtk+-2.0 >= 2.3.0 atk >= 1.0.0... Requested
'gtk+-2.0 >= 2.3.0' but version of GTK+ is 2.2.4
configure: error: Library requirements (gtk+-2.0 >= 2.3.0
atk >= 1.0.0) not met; consider adjusting the PKG_CONFIG_PATH environment
variable if your libraries are in a nonstandard prefix so pkg-config can find
them.
I've checked http://www.gtk.org, and it says GTK+ 2.2.4 is the latest
version. How can GHex expect GTK+ 2.3.0 if such a version apparently
doesn't exist yet?
Have I confused GTK+ 2.2 and GTK+ 2.0? How can I get GHex to build
against the GTK+ 2.2.4 I just spent six hours installing onto my RedHat
Linux 9.0 system?
