gtk-2.2.4 vs. gtk-config

Guys,
  I must be missing something, since gtk+-2.2.4 is
installed on my Linux PC, but I get this message
when running a .configure script for Gimp:

checking for gtk-config... /usr/local/bin/gtk-config
checking for GTK - version >= 1.2.8... no
*** Could not run GTK test program, checking why...
etc.

In /usr/local/lib I have the files 

linux:/usr/local/lib # ls libgtk*
libgtk-1.2.so.0      libgtk-x11-2.0.la  libgtk-x11-2.0.so.0        libgtk.a  
libgtk.so
libgtk-1.2.so.0.9.1  libgtk-x11-2.0.so  libgtk-x11-2.0.so.0.200.4  libgtk.la

Could someone advise me what is the problem, please?
