environment variables. gnome q.

Hello. 
This is a question on how can i make gnome startup progams remember the environment variables?
This is because i use galeon with LC_CTYPE set to ja_JP, but all other apps use other environments.
I wish i could exit x and have "galeon --server" remember it was called from env LC_CTYPE=ja_JP.

any suggestion?
