Hi,

"Wipro UWIN" (http://www.wipro.com/uwin) supports 
fork/exec calls on Win32. 

It a wrapper library for Unix APIs on Windows, and inturn makes 
the necessary Win32 APIs to completely simulate a fork/exec behaviour,
and all other Unix calls. 

You can try it out.
