OK, so this is just "I disagree with the theme." I don't think adding
a function to enforce a certain theme behavior on the user makes any
sense. There's no reason applications should vary along this
dimension; all running apps should behave the same. A _function_ would
mean that the programmer would choose different behavior on a per-app
basis.

But a gtk_disable_prelight() function would be broken in this
