tooltip colors w/o theme

I would like to set the background color of
a tooltip without having to use a theme. I
looked at the API and it said that
gtk_tooltips_set_colors() is unimplemented
and sure enough, it doesn't work.

Is there a way to set the background color
without using a theme?
