ANNOUNCE: GtkWaveform 0.3.0 available

A month's worth of weekends brings you GtkWaveform 0.3.0.  This new
developers' version requires audiofile and Gtk+ 1.3.1.  GtkWaveform is a
library for displaying audio.  It is targetted to be used in sound
players/editors/recorders, CD grabbers/writers, and more.  It contains
a View widget (GtkWaveView) and associated Model objects (Gtk*WaveBuffer)
objects.  To make life easier there is a GtkWave widget that automatically
provides a GtkScrolledWindow, GtkWaveView, and a GtkHRuler all in one.

Some of the new features:
  * Uses guffaw scrolling
  * Vertical grid lines match ruler ticks
  * Ruler supports two metrics: frames and time
