tooltip timeout

Hi-

I'd like to write a patch for GTK+ that makes a user-configurable timeout for tooltips. Settings would be stay-on or stay-off + delay. 

1) Is this a good thing, has someone else already done it in a devel release, and so on?

2) Should patch be against 1.2 or devel release? (I prefer to patch vs stable since I can test it there)
