[ANNOUNCE] GtkAda 1.3.0 for Win32

GtkAda 1.3.0 release
--------------------

This is an unstable version of GtkAda for Win32 only based on the latest Gtk+
1.3 snapshot.

GtkAda is an Ada95 graphical toolkit based on Gtk+ version 1.2.x. It
allows you to develop graphical applications in Ada95 using Gtk+.

Currently, all widgets  of the Gtk+ 1.2 series have  been bound. The
binding  for the Gdk part is not complete yet, but is already pretty
much in place.

To test our toolkit, the testgtk program has been almost completely 
re-implemented and is also distributed.

New features in 1.3.0 include:

This version is based on GtkAda 1.2.1 (same source tree), but is based on the
latest Gtk+ Win32 snapshot (1.3) and is thus considered as unstable.
This is a Win32 only version.
