You should have a look to the 'interface hall of shame' at
http://www.iarchitect.com/mshame.htm.
Dig into it, you'll find interesting things about tooltips.
In particular, I think that using a tooltip on an inactive
widget is just like saying "You see me ? I'm saying that you
cannot use this widget. Hard, huh ?". I think this hides a
bad design in your app. I may explain you what I mean
in private mails if you want.
I will -- sounds interesting!
There's already a visual indication that the button is insensitive, so
it doesn't strike me as the ``nyahh nyahh nyahh'' you're thinking of
it as. If there were no visible indication, I'd agree.
