The application has basically the following layering info: 
Toplevel window->A notebbok with 3 pages -> Each page having text of their own. There is 1 pixmap which I have to display above the note book( so that it gets displayed on all the pages)
Hence I was planning to use a Layout.
Hope this gives a rough idea of the stacking problem..
