Automatic gtk_text scrollbar?

Hello,
  Is there any way to obtain a gtk_text which only has a scrollbar when
it's needed.  It would be
similiar to using GTK_POLICY_AUTOMATIC on  a  scrolled window.
  It appears that gEdit does this somehow...
