glib-1.1.12 build failure

On AIX-3.2.5, gettext is not GNU and so is ignored. However, the
po/Makefile contains
CATALOGS = deNONE frNONE nlNONE ptNONE jaNONE svNONE plNONE noNONE
koNONE
and so make responds with no rule to build deNONE etc. Solution, make
this small change:
all-yes: cat-id-tbl.c #$(CATALOGS)
Also, the changes I made to glib-1.1.12 have repercussions (see
attachments).
