The famous cvs problem

I know that many of you have founded this problem when try to compile cvs's sources:
# ./configure
loading cache ./config.cache
./configure: syntax error near unexpected token `AM_INIT_AUTOMAKE($PACKAGE,'
./configure: ./configure: line 562: `AM_INIT_AUTOMAKE($PACKAGE, $VERSION, no-define)'
could somebody please tell me how to solve it?
