The latest (apart from CVS) is gtk+-1.1.16. 
You should try to install that one.

Or you use
./configure --disable-nls

Or you install
gettext-0.10.35

before compiling gtk+

(Please keep in mind, that you might have to update gnome, too, when you
update gtk+)
