Active URLs

I would like it if I could somehow get URLs in text widgets to be
underlined and active; that is, so I could get Netscape starting when
someone clicked on it (or just get a signal and have my application
figure out what to start).

What would be a reasonable way to achieve this? Should this be a
standard feature somehow?


(It is for use in a messaging tool, so when someone sends an URL it
would be nice that one did not have to cut-and-paste, but could just
click).
