There was a mistake in the 1.2.3 makefiles so that 
Perl5 is required to compile GTK+. (It should only be
required for developers.)

So, for now, you'll need to install Perl5. (Which is much
better, and nicer, and newer, and more supported than
Perl4 anyways). This will be fixed in 1.2.4 which
will be out shortly.
