changes 1.0 -> 1.1/1.2

I keep seeing messages that refer to a file called
docs/changes-1.2 or something like that but I've downloaded a couple
gtk+1.1.x versions and can't find it.  I also looked in the
documentation section of the web site, but no luck.  Can anyone tell
me where to find this file that tells me about the changes between 1.0
and the upcoming 1.2 so I can figure out what I need to change in the
few gtk programs I've written?
