 That depends a bit on what exactly you want. 

There is the gfig plugin for the Gimp, it basically lets you draw some 
vectorized stuff and render it int a Gimp layer.

Then there is GYVE, it has much larger scope. Described as "A vector-based 
drawing program in the spirit of Adobe Illustrator and Corel Draw". It uses 
gtk for the gui part and uses the display postscript library. Info at

I'm working a bit on a Visio-like program. The main usage of this program will 
be to draw many different kinds of diagrams.
