gtk + x11 window managers

hi all,

normally, when a new window pops up, my window manager "attaches"
it to my mouse pointer so that i can manually place it.

some applications (e.g., netscape communicator) don't do this and
automatically show up in their own location.

however, everything that i've seen which uses Gtk does.

does anyone know what (x11? setting(s)) cause this behavior?
