Announce: New development mailing list

A new mailing list has been created:

 gtk-devel-list@redhat.com

The purpose of this list is to serve as a place for people
to discuss the development of GTK+.

Things that are on-topic:

 - Proposals for revisions to GTK+, or for the addition of new 
   features.
 - Discussion of bugs in the current code. (However, bug 
   reports should be sent to gtk-bugs@gtk.org unless you have 
   some idea of what is causing the bug.)
 - Discussions of patches.

Things that are off-topic on this new list:

 - Questions about programming in GTK+.
 - Anything not related to actual code.

To some extent, this list is an experiment to see if
we can keep an acceptable signal-to-noise ratio with
a public list. Please help us make the experiment succeed.

with the subject "subscribe". As always, do not send 
subscription requests to the list itself.
