emacs project

The gtk-0.99.2 distribution includes a file called gtk.prj, and it looks
like lisp code for an emacs project manager. I'm desperately seeking a
project manager for UNIX/emacs...and if I don't find one I just might write
one using gtk...
Does anyone know what this file is or how it was generated or which emacs
lisp program uses it and where I can get it? Is it generated by cvs?
