Rulers in 1.1.9

Yesterday I asked about "inverted" rulers.
I got the answer that I should upgrade to 1.1.*.
Well, that helped. (Thanx Gustavo Carneiro.)

But now the rulers flicker when the range is changed.
It doesn't matter if the range actually changed or if it is inverted. If I
just call gtk_ruler_set_range() with the same values as last time it
flickers.

It may not be the most severe bug, but it's annoying to look at.
