scrolling policies

how do i force a scrolled window to not show one of its scrollbar and not scroll
even if the window "wants" to scroll?

GTK_POLICY_AUTOMATIC and GTK_POLICY_ALWAYS don't allow this do they?

this is needed to make gtkfe for mozilla working "right".
