I'm writing a few to allow a person to do just that.  They should be out
around monday at least in beta.  So I guess my answer is a custom
widget.  Let me know if you have any requirements and I'll consider
them.  Basically I'm writing a cross between the scrolled window and the
notebook widgets allowing you to have several pages each with
independently scrollable contents but the scrollbars outside the
notebook area.  Also I'm writing a revised table.  It should be able to
handle selections of cells and cell-ranges and will draw the lines
inbetween.
