Another minor patch to gtkaspectframe.c

Hi once more,

I've just uploaded a second minor patch to gtkaspectframe.c.
This one changes to a philosophy of rounding to nearest integers
rather than one of truncation in the computation of the
subwidget sizes.  A long-winded explanation of the motivation for 
such a seemingly inconsequential modification is in the README.
