Using Pango from PHP - possible?

Hi,
Is there some way of accessing Pango from PHP? (I'm on Windows, but 
Linux would work too)

Ideally without having to build anything from scratch.

I found some PHP bindings written about a decade ago, but can't get them 
to work. https://github.com/mgdm/php-pango
