I was looking at this problem myself a few weeks ago.  From what I can recall, the pango.modules file isn't found with any reference to environment variables.  It's expected to be in a very specific location.  IIRC it's expected to be in the folder "etc/pango" which are subfolders of the folder containing the pango DLL (that's on Windows of course).  I didn't need to look any deeper to find out how it gets handled on other platforms but I guess it's something similar.  From your report it seems like pango.modules was expected to be found in /opt/local/etc/pango.  Is that where you installed it?
