I would like to bring this but to your attention

This is a rather bad bug, not only for IPA but also for many african
languages that require composed characters.
Very few OpenType fonts actually have the necessary definitions to
place diacritics correctly. Right now pango is using some heuristics
to solve that. But this is no solution. The problem is really obvious
when using capital letters.
Why aren't ligatures, marks and mark-marks always used, in anyscript?
If they were used then we wouldn't have to wait for Unicode, companies
and finally pango to support scripts for minority languages.
