Yeah, just committing stuff to GTK+ probably will make the maintainers
a bit cranky :-)

Generally, the way stuff is queued up for inclusion in GTK+ is to 
file a bug about it in bugzilla and attach your changes as a patch.

I'm rather behind on input method changes .... there are major
changes to the Hangul and Ethiopic input methods that have been
waiting for a long time. So, I'm not really sure when I'll get
a chance to look at new input methods.

You might want to consider, at least for now, making a separate
package of your input method and putting it up somewhere yourself...
the GTK+ input method module stuff is designed to allow for 
modules not in GTK+ proper and there are various examples of this
around.
