Don't be rediculous ;)

The scroll-bar usually spans the entire height of the text widget (or
whatever it scrolls), so you obviously can't have it in a different place
for each paragraph. Moreover, the location of the text cursor has nothing
to do with scrolling, so using it to control the position of the scrollbar
is pretty irrelevant. Not to mention that a jumping scrollbar is extrememly
annoying...

If there is no obvious directionality for the scrolled widget, then just
keeping the scrollbar in one place (e.g., the right as is the default in gtk)
is probably the only sensible thing to do.
