iso-8859-8 doesn't define that at all, period. (the rules of the iso-8859-*
series forbid to include that kind of info I think).
However, cp1255 ("Windows Hebrew") being a superset of iso-8859-8 (that
is anything in iso-8859-8 is in cp1255 at the same place, with the exception
of 0xa4 defined as 0x00a4 ins iso-8859-8 and defined as NewSheqel sign in
cp1255 (which is most useful btw)); then it makes a whole lot of sense when
you need to use something that is already in cp1255 to keep compatibility.
And in cp1255 those values 0xfd and 0xfe are used.
