switch to use <variablelist>

I created a bug for this issue, with an attached patch:
   http://bugzilla.gnome.org/show_bug.cgi?id=92410

If no one has any objections, I will commit this in a few days.  It 
maintains the current gtk-doc html appearance when running in SGML mode, 
so shouldn't be too much of a problem, and makes the XML mode output 
look a lot nicer.
