Scrollbar markers

Hi,

I have recently updated my scrollbar markers branch in github and pinged  people subscribed to #623712

This new approach adds a signal during "draw" so that the know what the geometry of the through and the slider is, and also to be able to draw markers before the trough is drawn.

I would like some input from people more familiar with the new theming infrastructure and make sure I'm not doing anything crazy or wrong.
