Problem with glib win_iconv

Hi, 

I just logged a bug 543789 for this problem, but also would like
to get feedback from the list.  (Details at

I was trying to upgrade glib from 2.12 to 2.16 when I found that

glib iconv functions are no longer working on my windows 98 box.
 
Most likely the problem is because of the change from gnu 
iconv to win_iconv.

1) Is there any reason win_iconv wouldn't work on windows 98?
2) Is there any way I can use glib 2.16 with gnu iconv instead?

Note: I haven't tested 2K/XP.  I don't have these.
