Well, since changing cairo alone changes the behavior, then I think
the cairo list would have been the "right" place, but no matter. You
still found someone who can answer.
This sounds like a recently reported bug in cairo's directfb
backend. There's an open bugzilla entry for the issue here:
[directfb] Regression in 1.6, making gtk/directfb not repaint
changed window areas correctly

And the discussion there points to this as being the problematic
commit, (reverting it fixes the problems encountered by one reporter):

Sadly, that commit is doing 9 independent changes in one commit, so
it's not trivial, (particularly for me, knowing nothing about
directfb), to identify and revert or fix the single buggy piece.
Any help you might be able to provide further would be appreciated, of
course.
