making here. it should be pretty simple actually, once the mouse
cursor moved,
::query-tooltips() is emitted after the configured tooltip-timeout,

your signal handlers get to decide whether a specific location has a

I just didn't understand this part - "once the mouse cursor moved,
::query-tooltips() is emitted after the configured tooltip-timeout".
If gtk will query tooltip all the time, regardless of what previous
query-tooltips calls returned, then it should work fine, indeed.
