Some additional issues:
- How would this interact with merged UI? We probably need a way to show
in the user interface the different groups, so that the user can decide
in which group drop the item.
- How do we deal with toolbar changes (ex. items added/removed between
releases). We probably need a different way of saving. I think Jody was
proposing to just save items added/removed by the user instead of the
whole layout or something like that.
Unfortunately all of these are not easy to solve...
