Its not. That is why you can also write
gdk_pixbuf_rotate_simple (buf, 90)
if you have the necessary mathematical background :-)
For the enumeration, I've settled on
GDK_PIXBUF_ROTATE_NONE
GDK_PIXBUF_ROTATE_COUNTERCLOCKWISE
GDK_PIXBUF_ROTATE_UPSIDEDOWN
GDK_PIXBUF_ROTATE_CLOCKWISE
