Bug http://bugzilla.gnome.org/show_bug.cgi?id=120656 tracks issues
related to merging across plug/socket. We currently have 
gtk_ui_manager_get_ui() which serializes the merged UI to XML, and
a "changed" signal which gets emitted whenever the merged UI changes.

One thing that has been proposed but not implemented yet is a way to
suppress the actual widget creation on the plug-side. Further API
additions should probably wait until somebody actually tries to
implement merging across plug/socket using GtkUIManager.
