I remember Keith Packard positing a prototype implementation for 
the XRender transform (which does projective transforms) request to the
render mailing list back in September. It doesn't seem to have made it
into xfree VS yet. You may be able to find it in the archives (I think
the subject was "Projective image transformations").

Other than that, google yields java.awt.image.BilinearAffineTransformOp
and the Python Image Library also seems to have filtered affine
transformations.
