Okay I figured that the problem was that there were some .la files in my
lib folder.  That and libtool needed to be pointed at the right dlltool
and ar.

Now I've got static libraries  building, but no dlls.  Can I make dlls
with atk in the cross environment?  Obviously someone did at one time
with atk-1.0.3, but that was probably in visual c++.
