I recently looked for examples of height-for-width geometry management and
found
that the menubar of Word 2000 does this - but the toolbars use an
overflow-menu.

Acrobat Reader 5.0 for Windows  height-for-width for the menubar and the
toolbar.
The toolbar is composed of multiple "dockable groups" (don't know the proper
terminology here), and the rearrangement only affects the placement of
complete groups, there
is now wraparound inside the groups. Interestingly, the toolbars can also be
docked
in a vertical position, and there is the corresponding width-for-height
management in
vertical mode.
