I think it's a good idea though I would have tackled it differently:
1. Create the list
2. Presubscribe the possible readers
3. Send out a nice email, saying "Hi guys, there's a new mailinglist
called gep-announce... yadda yadda yadda ... follow this link to
automatically subscribe to the list."
So you would have gotten then persons' attention without causing some
extrawork for those who do not want to subscribe and distracting
the others.
Apart from that I think it's a good idea if done correctly (i.e. the
Python way) which means setting up a *good* homepage, inventing a
numbering and voting scheme (bugzilla would probably be suitable)
and actually careing about the GEPs....
