Most maintainers seem to ignore the VERIFIED and CLOSED states, so you
should probably also ignore them :)
When I remember, I ask bug reporters to mark bugs as VERIFIED after I
resolve them if I actually fixed their problem (and REOPEN them if they
are broken ...). In the absense of a QA staff, I find that bug
reporters can do a pretty good job at checking whether a problem has
been fixed or not.
