libtest* modules in ATK and Gail

I just submitted this as a bug in bugzilla, but thought I would bring it
up here as well:

The Gail and ATK modules install a number of libtest* modules (libgail
and libferret also fall into this category) into $(libdir) which are not
intended to be linked to applications. They should probably be put in
the gtk modules directory instead. That is, either
$(libdir)/gtk-2.0/2.0.0/modules or $(libdir)/gtk-2.0/modules.
This would reduce clutter, and make sure people didn't link to them.
Each of the modules should also be linked with the "-module
-avoid-version" flags as well (many of the modules from gail include
version sufixes, which makes them look even more like real libraries).
